At least, with a /6, a 1976 model would be the best one to get, IMO.
And it has the incorrect valve covers (/7 covers on there, not the /6 peanut type) and it appears that they've got them on wrong, or else it is the angle of the pics. The horizontal fins on the /7 and later valve covers should be , well, horizontal and aligned with the exhaust spigot with the bike sitting on its wheels. Might need new valve cover gaskets.
The issue with nonworking speedo/tach is that tends to make one disbelieve that it was working well & roadworthy. I know some ride without a tach (fine) and some wannabes ride without an speedometers, but it does seem like someone's project that they never got round to finishing.
The handlebar m/c is a good upgrade, IMO, even with retaining the older swinging caliper ATE brakes.
If I wanted a project, I might offer as much as $2K for it IF it impressed me when inspected in person, but if I didn't want to do some wrenching and throwing another $1K into it, well, I'd keep on moving myself.
