I think it has a sidecar that has its wheel powered too and you use the wheel brakes to turn it.

Additional info off the ABC list regarding the BMW Tracker...

This photo dates back to before the war and is of a modified BMW R12 and sidecar.

The track was apparently made from short sections of old tyres fixed together, so it was fairly flexible and ran in guide rolls under that cowling.

At a guess, turning the bars will twist the track enough to give a measure of steering while the guide rolls will prevent the front wheel crabbing over the inside of the track.

In another photo the sidecar wheel appears to be mounted onto a ski so
any braking of the sidecar wheel would be ineffective.

Scary isn't the half of it.  The mental picture of Monte in a speedo is just.....well, I had to put my brekky aside for now. 8-)

If there are guide rollers they are not very close to the front wheel...I would imagine that turning the steering more than a tiny amount would cause the track to peel gradually away from the wheel, helped by its apparent sideways flexibility. Like removing a bicycle chain, you know...And never mind your pants leg, just think what it would do to you if the central part of the cowling fell off!
