Got a telephone call on Monday evening from my credit card issuing bank, Citibank .

They asked me if I attempted to make a $3700 purchase at an IKEA store in Tempe, New South Wales, Australia .

I said no, but it was curious, that I reside in Tempe, Aridzona and there is an IKEA store about a little over a mile, 2 km from my residence !!!!

Third time my credit card number has gotten stolen in 18 months, twice in the last 7 months .

Still waiting on USA credit card issuers to update all cards with the 'micro chip' thingy. I understand that several technologically advanced countries are already there.

Good news, Bob, is that your financial group caught this. Still frustrating...

I had similar problems buying stuff in the US of A from our island.  iTunes and female beauty products.  Not large amounts and under the $500 limit I have on that card. Not quite sure how and why but a couple of vendors I was buying from at the time, I no longer use.  

For all my internet purchases I run a credit card with a $500 limit only.  There are some automatic deductions such as road tolls and monthly stuff.  It gives me a bit of a safety net, as I will only loose a maximum of $500.  Even though I would like to kick in the teeth of those responsible for hacking, it will never happen.  When it does happen, I cancel the card ASAP, phone the bank and tell them the story.  Usually re-credited fairly quickly.  Meanwhile I have my regular CC still available, and only use the credit option whilst I am standing there.  

$500 is not a lot of money to me (at the moment), as I buy a few things from other islands.  I call it damage limitation, others may disagree.  Also I check what the payment options are, such as paypal, secure connection (https), etc.

Just my thoughts.

I feel for you Bob.

What is the situation in the USA regarding fraudulent charges on personal credit cards?

in Australia we have consumer protection laws that require the bank to reverse any charges that the card holder disclaims (providing the card holder did not contribute to the fraud by doing dumb things such as writing pin numbers on the back of the card or sending Card and CCV numbers via un-encrypted web pages etc.

Under the international banking agreements the card issuing bank may require the receiving bank to reverse any transaction up to three months after the date of the transaction, however I understand that many banks, notably in the USA and Eastern Europe do not pass that information to their cardholders and sometimes attempt to make the cardholder either contribute to, or totally fund, the bank's loss.


I sincerely hope that does not apply to you and your bank.

The transaction was not completed, my card has a chip in it the card that was used didn't have a chip and was denied immediately .

I have since put a request in to deny any charges outside of the US from now on .

I'd still like to know how they got my information, this card has only been used to make automatic payments for municipal charges, water, sewer, trash pick-up and automatic payment for telephone, internet charges .

The card has been in my gun safe since I got it, I hadn't even signed the back of the card .

We have Chip and pin cards here in the UK (they still have the mag strip), before my recent visit to the States I got a "Cash Passport" basically a pre paid debit card which you can put up to £10K on rather than carry large amounts of cash, the only draw back with it and our UK credit card was when buying fuel at automated petrol pumps, after the pin number it then required your Zip code....UK post codes would not work....  this meant that you had to go in the shop pre pay for a specific amount of fuel or leave your card at the counter after they had verified it, plenty of opportunity for fraud there.

You will probably find that is where the problem is as the card payments will likely be processed in India.

I forgot about that aspect of this .

When I called my telephone / internet provider to change the card number for automatic payment, I was conversing with a person that was in India !!!!

I consider myself to be reasonably fluent in the English language and I could understand at best 40 % of this persons side on the conversation . >:(

Bob, does your bank/credit union have a bill-pay option?  I pay most of my bills that way, not by letting the biller directly debit my checking account.  Or in your case, your credit card.

A month ago, Chase / JP Morgan notified me that my savings and checking account numbers had been taken by hackers from their computer system and issued me new account numbers and checks .

Looks like you can't win any more trying to keep your financial interests safe in an internet based society !!!!

Rogue employee at one of the organizations you have given number to
 
Dumb practices at organization (such as printing lests of credit cards to be billed, then after ticking them off, putting the paper with numbers and CCvs into the trash when it is found by someone with the knowledge to use it.

Bank hacked and lists of valid CC numbers obtained.


I had an interesting experience two years back. i had eaten lunch at a smart little street cafe in the town of Mooloolaba on the Sunshine coast. The food was great and the backpacker Irish waitress was both pretty and attentive.

I asked for my bill and she came to my table with the bill and a wireless EFTPOS terminal.  I handed her my card ad she fumbled it and dropped it on the ground.

Apologizing profusely in an Irish lilt, she picked my card up and ostentatiously wiped it clean on the leg of her jeans - at about mid calf. I paid for my lunch and headed off.

When I was about 200 metres a man stepped from a nearby building, flashed his Queensland Police ID badge at me and asked me t0 step into his office (as it turned out, a vacant office they had taken over for surveillance.

The police inside explained to me that i had just been the victim of a card scamming ring. This is how it worked:-

The pretty little Irish lass had a card reader strapped to her ankle, when she dropped my card and "cleaned" it she was using the card scanner to obtain an electronic "print" of my card, which was wirelessly connected to another nearby machine used by her associates.
 
Then after "cleaning" my card, she processed the genuine transaction and (unseen by me) carefully noted my PIN number.  She then returned the legitimate card machine to the counter and went to the toilet - where she used her mobile to TXT my pin to her associates.

Anyway, the police asked me to not do anything for a few days, even if I noticed a number of dodgy transactions, they were trying to find out how big the gang was and where its links elsewhere led. They gave me a letter promising to make good any loss I suffered and gave me a number to ring in my bank and a code word for verification.

I rang my bank, confirmed the whole thing was 1005 legitimated and watched fascinated as over the next 2 days nearly $10,000 in purchases were made around the world on my card.

On about day five a new card arrived from me, along with a letter from the bank detailing the charges that had been reversed and inviting me to highlight any they might have missed.

On a serious note so far I have not had to deal with this.  I did attempt to buy something (RC helicopter) off Ali Express that I never received it.  Ali Express' "buyer protection" did not seem to be working so I called BOA and I was credited very quickly...

There is a simple scam in Bali. A lot of cyber cafes advertise:
"secure computers for your internet banking and you only pay half price"!
Actually, they have key logging software installed, so they can go direct to your bank account, without having to worry about credit cards.
Most hackers can actually buy credit card details on their  hacker forums - the price is $10 per card!
