Download and start your service with a change of ALL fluids.
Remove the fuel tank and, at a minimum, slosh out the debris inside, clean the petcock and replace all the fuel lines.
Drop the float bowls. Clean the out and don't overlook the small, brass jet in the bottom of the enrichener (choke) fuel reservoir. Be sure it is clear. Pass a single, thin, copper wire thru the jet to confirm.
For your own safety, please consider new tires. 15-20 year-old rubber is dangerous to you and others.
Be sure you are clear on Bing carb overhaul techniques before tearing into the two carbs.
