Fitting an 8mm Mirror into a 10mm Hole

I've got a 1971 Honda SL 125.  Ordered a new pair of mirrors and left side is fine but right hand perch has 10mm hole.  

Didn't see any 8mm perches on Ebay - was thinking about using JB Weld to fill the 10mm hole, let cure, and drill new hole and thread with a 8mm tap.

Sound like a good idea?  Am thinking about buying a used tap & die set on ebay - any suggestions appreciated.
