You shouldn't have  to take it apart if it's only a case of centering the butterfly.  Just slacken the screws a touch, center it up and tighten them again.  That's how I did mine and the screws were not peened so tight that I couldn't get half a turn on them.

Barry, I tried that yesterday and got no love. With your added encouragement I went today and got a set of new screwdrivers.

With the crisper blade I was able to back the screws out farther without fear of ruining the slot. I closed the throttle and no more halo around the top of the buttterfly.

I will reassemble(again) and see if I have gained any ground. I also came home with a Dremel  and a set of shaft screws if worse comes to worse.

I will wait til morning to reinstall on the bike. I was using daylight to peer thru the butterfly and tonight I'm using available light from the two tube neon above me. I'll look thru it in the morning daylight to make sure I have a better seal and not just poorer light( I have my fingers crossed).

I was worried about possibly bending the throttle shaft when peening the  butterfly screws.
Someone somewhere mentioned using an electric engraver on the ends of the screws to keep them from backing out.
That and a drop of blue Loctite has worked well for me on several carb rebuilds.
Also as a note make sure you have the bracket that holds the throttle shaft in place installed before you tighten the butterfly screws.

Yes me too. If you're wacking it hard enough to peen, it's also hard enough to make scrap metal if all is not right!  :-/

This morning I inspected the closing of the butterfly with the morning sun and all is good. I put it on the bike and now I can adjust both carbs with the idle mixture screws.

I believe the rough idling was the throttle butterfly all along and should have been repaired in 1/2 an hour and not the many days I took.  I learned bunches of stuff about the carbs and never once did I scream in frustration " where are the Mikuni's".

I'll adjust all the cables now and get her on the road. Thanks to all for your help as I  blindly struggled to completion :)

Now I can go back and worry about the original issue of it idling at the 3000rpm mark, but not today.

...and if the idle hang up is carb related you may find that the problem has gone away after you do the tune up.

The reason carb settings can cause idle hang up is related to the butterfly position at idle.  If it's too far open then the transfer ports are brought into play and start to flow fuel and air when they shouldn't causing the idle revs to rise.  With your butterfly previously not being centred that may have caused it to be far enough open to trigger this effect.
