Stiff (seized?) steering stem bolt

Next project on Hans, the '79 R65.  I'm down to a single assembly to remove from the frame - the steering stem with upper and lower triple clamps.  Problem is I can't get the steering stem bolt to move!  This is a large diameter bolt, with a 10 mm Allen socket in it.  I've been soaking it with penetrating oil, have tried heat (with a propane torch!) and a 2-ft breaker bar with no success.  Any other ideas?

(Oh, and if somebody tells me that this bolt has a left-handed thread, I'll just slink quietly off, thank you very much!)

No, regular threads so no slinking required.  It's just tight but I would have thought a 2' breaker bar would have busted it loose.  I suppose you could hit it with an impact wrench, some shock often works wonders.  If no impact wrench maybe smack it squarely with a hammer a couple of time while leaning on the wrench...

Heat on the triple clamp, then an ice cube on the bolt did it.  Helped to know I was twisting the right way!
