Clutch cable Adjuster ??????

Hi again - in amongst the handlebar end clutch adjuster and bits I found this odd looking "washer". Does anyone know where it goes on the bike ? Does it belong somewhere that's NOT the clutch cable maybe?? I can't see it amongst the strip down photos I took .......

I may be mistaken because it's only my memory speaking, but it looks like a choke lever washer. Provided you have the handlebar choke actuator...

I know that is not for th clutch cable. Don’t remember see anything that looked like that when I replaced the choke cables or even with the throttle cables on my bike last year.
