The bike is a '83 R65.  I'm in the process of replacing the front wheel bearings.  When taking the old bearings out there were two plastic nylon pieces that fit onto the ends of the sleeve in the center.  These two pieces don't seem to have anything to do with setting the preload on the bearings.  Anyone know what their purpose is.  Thanks.  jep

The nylon-ish rings simply position the spacer tube and permit the easy replacement of the axle.

You're correct, Jeb. The rings do not factor into the bearing preload sequence.
