Can this be stuck back together again with some kind of adhesive/epoxy?

Very typical...mine has a spot of JB Weld on top of the staples that hold mine together.....     Most people these days call this "patina".   ;)

Rubber cement, maybe JB Weld, gorilla glue and then maybe on the inside put down fiberglass patch.  My understanding is that the console is a rubber compound so the adhesive product considered should take that into account.  Something flexible probably would be best.  Maybe a hot glue gun treatment.  But a physical bond in addition should be considered - maybe stitching - the plastic tie in use is working?

There are urethane products (usually black in color) engineered for body shops to do repairs on rubber/urethane bumpers.  It's possible that sticky, nasty crap might work on the dash as well.

This topic has been well covered recently. You could do a search or go back ten pages to the 'Any ideas how to fix cracked handlebar dashboard?' thread. Here you will find the solution, with pics, to your problem. Good luck. Cos I suspect that replacements are running out fast.
