Cold weather throttle return problem

OK..Here we go. First time I am posting a question on the forum. Thank-you all in advance..... :)

When I go for a ride on a cold day I am having trouble with my throttle/RPM's not slowing when I shift. In warm weather I twist the grip forward as I shift so I do not race the motor whilst shifting. In the cold I try to do the same thing but the the RPM's do not drop for a few seconds and I am shifting and reengaging the clutch on the motor with it racing. This happens at 45degrees or below..  not right away but once I have been up to speed for a few minutes. If it is around 32degrees or below It happens by the time I get a 1/2mile down my road. If I take my hand off the twist grip it hesitates before moving back. When I twist it back it does not fix the issue as the RPM's stay high despite the throttle having been returned. On the highway I can cope OK but it is really awkward in the city when I am in stop and go.....
I have no problem in the warmer weather.

Cable lube getting stiff in low ambient temps? Perhaps clean the cable runs and use something like Dri-Slide rather than dino lube.
