I'm a USAA member in the DC 'burbs, and I couldn't get USAA coverage on my bike, either.
When I bought my R65 in 2007, USAA told me that it no longer insured motorcycles, and referred me to Progressive. I insured with Progressive for two years without an accident or any kind of claim. The third year, my premium went up about 25% without notice. When I read the boilerplate, I found a disclosure that I had been given a sub-prime rate because my credit report said I have not had an auto loan in >10 years. (Who needs to borrow money for a '66 Bug?)
I called Progressive and challenged the increase. Progressive had tried that ploy the first year, but I beat them down, pointing out that I had an auto loan in 1968, and that the credit report was f—up. This time, however, I was unsuccessful. The rep, obviously reading from a script, responded that Progressive had adopted a new underwriting computer model, and that it could not be overridden. I overrode it by telling Progressive to shove their policy, and filing a complaint with USAA about their referral affiliate. (I suspect USAA collects a referral fee from Progressive.)
I switched to Dairyland with only one hitch: Dairyland wanted an appraisal on the R65 before they would write a declared value policy on it. I didn't have time to get it appraised, so I went with liability only—Progressive had covered declared value on the basis of my bill of sale. I've ridden so little in recent months that I haven't gotten around to an appraisal. The premium is significantly less than Progressive's would have been, both with and without declared value.
