Yes, they are here to mount the front RT fairing support. Some of the early R65 where sold with one fairing (I bought mine new this way) because BMW had a lot of trouble selling the bare R65 in Europe so they thought that adding a fairing to them could ease the stock a bit.
(my bike is a 02/82 and I bought it in 03/84. She sat unused at the dealer's show room two years... ) This job was often done by the dealer on it's stock bike. If you look at the fiche, there is a plastic plaque at the bottom of the fairing to seal the fork. This way, the dealer did not have to replace the brake lines for RT models also, the support for the combined headlamp and gauges is removed and replaced by a support for the two gauges alone.
There was also a new harness for the headlamp and the two turn signal.
The R65LS was often modified that way because, then, this bike was considered ugly and sell lower than the plain R65.... THis is why a lot of LS model are now without the front cowling when the fairing has been removed.
