Oil pan leak and torque wrench setting.

Had a small oil pan gasket leak and noticed bolts were loose and had regular flat washers. Replaced the washers with lock variety and re-tightened bolts. Tightened to 3lbs/si which seemed good for the bolt size (6 metric). Still getting a little seepage and wondered what settings others use.

Well, I think that those fasteners are best done by feel, rather than using a torque wrench.  A palm-ratchet is all you really need.

If this is an old gasket, it may be time for a new one. 
If it is a new gasket, keep in mind that they compress and will need to be re-tightened after a short run-in.

If you are thinking of replacing, you might consider a silicone gasket.

I would tighten them by feel not least because I don't have a torque wrench I can trust at such a low setting. If I did have a small enough torque wrench I'd still aim initially a touch lower than the specified torque of 6 ftlbs.

When using the silicone replacement gasket
The issue is they tend to squeeze out instead of "torque up"
Even if installed clean and dry
I do not like them unless you have a problem getting the originals to seal
I used them on the valve covers until I had the surfaces milled
Now I use standard gaskets and the seal fine and they now "torque up"

Remember also the bolt under the oil filter needs the threads  sealed  because it is open to the  inside but can still bottom out on the filter canister
