The oily dampness on the right-side slider is most likely the excess oil from the felts working it's way out. Anything like it on the left side? You did right by oiling the felts prior to installing them in their grooves.
And if the right-side fork seal is set just a bit high, it won't be by much. Yes, the seals should be carefully seated on the machined ledge inside the fork lowers.
Have you lifted the rubber cup and checked for any residual fork oil? If you used one of those colored fork oils, a white paper towel may answer your question. Maybe.
