Notchiness can also be caused by very old, dried up grease in the bearings, can it not? This is a much better situation to be in than having to replace bearings. Sometimes ya can get lucky and this may be the problem (only IF our gurus here confirm that notchiness can be caused by dried up grease. i.e.)

I'm not a guru but dried out old grease made my steering head bearins a little notchy (just one notch, really) and dangeriously stiff when cold.  I cleaned and re-lubed the bearings and it's been fine since.  That must have been 50,000 miles ago.
