Caci your point about the displaced lower circlip that holds the valve body in the stanchion sounds like it might have been a factory error. The circlip is probably stamped out of sheet metal so it will have one face flat with a good sharp square edge and the other face with a slightly radiused edge. Mine was the same and as I shimmed the clearance to near enough zero I made sure to put the circlip in with the good edge to the bottom of the groove. That must be the right thinking about the forces on the valve body. Put in with the radiused edge to the bottom it might be forced out of the groove. Anyway I took care to make sure the circlip was fully seated.

Now what I would really like to know is are your forks completely free of clunks ?  Mine are not. I still get clunks on severe sharp edges in the road like pot holes.

I've ony put about 100 miles on the bike since the forks.  They seem fine.
A friend of mine that weighs 330 lbs. - that's right 330!!, has also riden it and he says that all is good.
