The inner lining of the tank seem to have rusted flakes thus clogging the fuel line to the carbs.

Appreciate any idea on how to fully clean and restore the Fuel Tank.

You might try a radiator shop to clean the inside worked for me in the past but it will require repainting after but the good news is the rust will be history, you should also use a tank sealer before putting it back into service.
