Thanks for that suggestion. I started loosening up what I could and found the gauge mountings have more adjustment than I expected. What worked was just snugging up the gauge mounting bolts enough so I could still adjust with a little force. I then pushed the dash on and let them adjust flush. I removed the little trim plate between the gauges which then gave me just enough room to wiggle in an open end wrench and tighten the gauge mounting nuts. All good now.
One thing I did discover is that my dash is missing all the little hooks that would normaly secure it along the sides to the fairing. It is just held by the tabs at front, the 2 grommets at the top sides, and the ignition key trim ring. I imagine those little hooks are prone to snap off and sometime in this bikes life a previous owner just sanded them down smooth. Should I worry about finding a way to repair these? I can't have the only R65LS missing these plastic bits.
