The carbs may be set to factory specs, but an engine is an air pump, due to use/wear, altitude (though I'm sure upper Michigan, is probably not much more than 700 ft above sea level) etc...., the carbs need to be set to your particular engine and environment .
Eyeballing the carbs for level is probably sufficient, I believe the carbs 'are supposed to be' inclined inwards toward the engine, the exact amount escapes me, but I think it's in the 5-10 degree range .
Adjusting the throttle and choke cables are the same procedure .
Make sure the adjustment barrell at the forward end of the splitter under the tank is adjusted in, to give you some free play .
After you get the cables back on the carbs, turn the adjuster until you get about 2 mm of free play when you pull gently on the outer sheath of the cable .
Then go to the splitter adjust the adjuster to get the same amount of free play there .
Go to the throttle twist grip and see how much free play you have there , you just need a couple of mm play here, if you don't have it, go back to the adjuster at the splitter and adjust it until you get the proper free play at the twist grip .
The choke cable adjustment at the splitter you may want a little more free play than the throttle, due to not really being able to tell any free play at the choke lever on the handlebar controls .
