I'd definitely consider a URAL made anytime after the year 2000 to be much better in all respects than the ancient sidevalve CJs. And, if you were serious, to especially look for URALs made after 2005 when they made a number of useful upgrades (including Brembo disck brakes). A new one will indeed cost you between $11K - $15K US over here, though they have certainly improved them again substantially this model year. Still, with the exception of the reverse gear, 2WD, and 700W alternator, you'd be at least as well off with a $3K BMW airhead and a $2K sidecar properly fitted up. It seems no matter what you do, you cannot really get a BMW airhead attached to a sidecar for under $5K and hope that it will last. But, if you can find one already properly setup for $5K -$7K, you'll be money ahead..
If I won the lottery and had the money to burn, I think it would be fun to get a new 2014 URAL with all the bells and whistles to ride around the gravel roads here.
So far, I've got my $2300 R100/7 with about $500 worth of parts, etc. added to it, and what will be about $700 worth of sidecar subframe bits from DMC, and my $800 Sputnik steel sidecar (not sure if I'll need to redo the bearings and brakes on it yet) so I am approaching the $5K "launch point"!
