New to me 82 R65.  Removed tank to check things over and found a connector with nothing plugged into it.  The only thing I've found that doesn't work correctly is the headlights.  The dip works, but high and low positions aren't functional.  I suspect the headlight relay.  Any how, about that empty plug

That is where    accessories such as fog lights or what ever are plugged into (Normally Police Bike Stuff)
  It has a cap over it from the factory 
Be careful with that uncovered like that
There is a battery positive and ground pin in there that if shorted together will let the smoke out of your electrical system   :'(
Plus it has High and low beam   and a key on power pin

No fuses in any of the circuits in that connector
The fuses on these bikes only protect the lights (Excluding the headlights) and the horn

Thank you.  I appreciate your input.  The headlight symptoms....the "dip" works as it should, but the head light switch doesn't activate the high or low beams. Might this be an issue with the switch itself, or possibly the headlight relay.  And, is the headlight relay the right relay in the rearmost set of two (yellow circle)? Thank again.

Sounds like the switch has failed .
When you operate the starter, does the instrument lighting and tail light go out ??
Also looking at your picture, you still have an original OEM ignition coil .
It is a known problematic part, the case cracks and quite often fails in damp conditions .
You've got good access to it now, check it for case cracks .

Remove the relay in question and if the bike still cranks then yes the relay in the yellow circle is the head light relay
Or you can look at the number of pins going into it
head light has 4 starter relay has 5

If you just want to throw parts at it
I would start with the  headlight  relay

If you know how to use a volt meter
first to see if you have + voltage coming out of Pin #87 on the head light relay with the headlights turned on

If yes we need to move on to the high low beam switch

If not then see if you have +voltage coming into the same  relay on pin #30 and pin #86 

If no + voltage on #86 you need to look at the key switch
I can't see you not having  battery voltage on #30
