A favorite post of mine on Boxerworks on this topic:

"Wow!!!!!!!!!! After reading your post I pulled off the exhaust nuts on my R65 and "valve lapping compounded" them. What a difference! I less than 10 minutes there was no sticking, the nuts spun smoothly all the way to compression of the exhaust pipe ring, and with permatex never-sieze they smoothly torqued up. I think I need a cigarette!!!!!!!!!!!!

"This might seem hokey but its worked for me. I make up a slurry of heavy wt oil and fine valve grinding compound. I brush it on the nut and the head, then run the nut on and off for a while, until all the threads are dull looking and smooth. Clean it really well, so you don't have the grit locking everything together, and put on the anti-seize and away you go. I have never had a problem with those nuts since I had to cut one off 20yrs ago.

It's surprising how these old "tricks" are re-discovered from time -to-time! I have been doing this for years and I "learned" it from somebody else.  Of course, this isn't going to help out a frozen nut but will sure smooth things up...
