Theres are new laws in force here in the UK regarding group responsibilities, the Police have in the passed used similar legislation to clamp down on gangs ,they are now applying the same rules to Bikers riding in groups.. ie if one commits an offence all are liable to be charged.Untill now this has been limited to charges of speeding and dangerous driving.
Tragically a couple were killed very near Squires not long back, they had been "racing" with a group of other motorbikes when they hit a car on a bridge over the A64 throwing them off the parapet onto the busy dual carriageway below. The other riders have been arrested and the word is they are to be charged with manslaughter.

I dont often ride in groups but when i do i dont let myself get drawn in to testosterone fueled duels.

That sounds like a particularly nasty incident. I am not surprised the authorities are doing something about it.
Back when I did ride in group rides with the local BMW club, strict guidelines were reviewed and adhered to, including going the speed limit (or maybe 5 over) and staying in formation.
My last incident two years ago was due to my inattentiveness on a group ride.

I really don't like group rides either and would push to have the group divided into smaller groups of say 4 bikes only and keep a good distance between the "sections". Not enough room to manoeuvre and a closed in feeling discourage me.
Boy that really does sound like a nasty accident. Flung over a parapet to highway below...holy moly! :o

Scariest moment I've ever had on a bike was riding in a group and trying to keep up with a much more modern exotic handing bike. Never again.
If a ride with others now I say at the start... where are we going ? Ok if we get separated I'll meet you there. That allows me to slow down and ride at my own pace if it becomes necessary.

Words to live/ride by, 'Ride Your Own Ride' .

For me, a "group ride" is a max of three bikes. No exceptions for me.
