Looking at the scale of that thing compared to the size of the valve covers, I'd qualify that as a Pocket Rocket.

I'm pretty sure it is the same bike.  This is a scan I did from a Back Page of an issue of Cycle I have.

I'd be way too terrified to try to ride that on the street - very likely way too illegal in numerous ways, anyhow !
