Can someone tell me what the clutch lever switch operates?

It allows you to start the motorcycle when not in NEUTRAL. As BARRY noted in an earlier post it also :
On the early models the clutch switch also controls the indicator beeper

The technical answer is
It supplies ground to the starter relay just like the neutral switch and there is a diode between them to prevent the neutral light from coming on when the clutch is pulled in
