Sounds like you need to perform a carb synchronization .
This needs to be done on an engine that is at normal operating temperature .

I'd like a more exact description of what is happening.
However, if in fact it really is a sticking throttle, the fist thing I'd look for is to make sure that you do not have a near original handlebar grip on the throttle. As they age they stretch a bit and eventually the stretched grip will prevent the throttle from closing.
After that the usual suspects are cables that someone once upon a time thought should be lubricated, the lubrication attracted dirt which has now congealed to near concrete hardness and is jamming the cables, corrosion in the cables, kinks in the cable outer.
And the big one is aged grease in the throttle assembly causing the whole thing to "hang up".

As Tony suggests, check the cables. make sure you have about 1mm of slack at the cable adjust screw with the throttle fully closed.
Other checks or maintenance would include a complete carb and cable synch. Also, the bob weights in the bean can could be sticking due to excess oil or some dirt. Set valves -yes, incorrect lash can effect idle speed- and check for correct timing.
Also, be sure to include the year of your bike when posting questions. There are difference in the R65 model years.
