I removed them when I rebuilt the carbs a few months ago, I took a piece of hardwood and put it on the needle and tapped on the wood, and the 'star washer' and the needles came right out. As far as reusing them, it all depends on what shape they are. I was able to reuse mine, but knowing what I know now, I would replace them instead of re-using them. I had a bit of trouble getting the needles back in when I was re-assembling the carbs, and after looking at the exploded view in the Bing Agency manual, there is an upgrade for this problem, looks like it may involve a rubber plug that the needle goes through instead of using a 'hairspring' metal clip that engages the slots of the needle. I found that the left carb had the needle set to position 2, and the right carb to the correct position 3. It was that way from the factory.
