Title: needle slot??

the circlip on the needle of the carb , is the top notch number 1 or bottom notch number 1

They are numbered from the top, the uppermost groove is number one .
 
What is the series of numbers that are stamped on the vertical flange at the front of the carb .

Should be something like : 64/32/325

There were several different carbs installed on the R65 at the factory, most carbs have the needle in position three, but there's two that have different needle positions .

Yep

Top slot is always No1 and if it helps to remember 1 is the weakest position and 4 the richest.
